The newly revised British banking code says that victims of credit card fraud are personally responsible for losses if they have failed to take reasonable precautions to prevent identity theft. If American banks start to follow suit, you could be personally liable for some pretty serious bills in the event of identity theft. As sure as the first item of junk mail arrived shortly after the Pony Express, so did spam arrive on the heels of email's invention. The first spam was sent on May 3, 1978 to 300-odd subscribers to Arpanet—an early predecessor of the Internet. The offending message came from a DEC marketing representative promoting a new computer. Arpanet subscribers were so angry at the unwanted message that it probably put a serious damper on spam for years! |
